Organization
Dave Bair and Tim Carmichael have been friends for over thirty
years and share a common passion for helping people work together
to make the world a little better place in which to live. For
years they discussed the issue of bringing current computer
technology to human services in order to make it easy for people
to communicate and to share important information. In their
literature they use the term “creating the village”, believing
that the health of a community depends upon the health of its
children. Communities convey healthy values to children through
caring relationships. Children grow up healthier when they feel
connected to caring adults. One benefit of computer technology
is its ability to foster communication in real time. Dave and
Tim believe that technology can be applied in ways that can
help “create the village” needed to connect caregivers. GuardianTrac
LLC is dedicated to developing user-friendly products such as
GuardianTrac™ as a way to connect people as efficiently and
easily as possible.

David Bair, Principal
 |
Dave is a M.A., Clinical Psychologist
with a lifetime of experience in working with communities
to deliver collaborative initiatives.
1988 to 2003
Provided staffing to Multi-purpose Collaborative Bodies
in four counties and a regional Prevention Advisory Council
including: providing knowledge of "best practices" in
human disability prevention, systems reform principals,
consumer empowerment; conducting strategic planning, program
development activities; grant writing; and community relations.
Served as supervisor for the Infant Mental Health Program;
Home Based Teaching Friends (prevention services for children
whose parents have developmental disabilities); Gentle
Growth/Positive Experiences (prevention services for children
whose parents have serious mental illness); School Partnership
Program (partnership with the schools to provide school
based services); Services to the Deaf and Hard of Hearing;
Children’s Home Based Therapy Program; Collaborative Community
Planning; OBRA Assessment and OBRA Specialized Services
(programs serving persons in nursing homes). Additional
duties included management of grants for Wraparound Services,
Tribal Infant Mental Health Services and OBRA Assessments.

Tim Carmichael, Principal
 |
Tim is a Certified Public Accountant with
more than fifteen years of experience in developing and
managing computer based systems. In addition to his business
background, Tim has been involved in Community Mental
Health at the county level for a number of years.
2001 to 2003 Co founded Carmichael Security LLC,
a software company focused on computer security for governments
and large corporations.
1989 to 2001 Served in a number of financial oversight
functions for Abbott Laboratories.
In 1995 he was named Controller of the Medical
Nutritional Business Unit, a part of Abbott Laboratories,
with sales in excess of $850 million. Prior Certified
Public Accountant focused on new business ventures. |

Damiano Fusco, Principal Developer

Damiano is a .NET Microsoft™ Certified Application
Developer. His background for the past seven years has been focused on development of sophisticated web applications and extranets in the human services field.

Amy Frost, Principal Web Developer
 |
Amy brings a rich background
of web development projects covering a broad range of
assignments, including working closely with City governments
and health care organizations. Her encyclopedic understanding
of web design has consistently set her apart as one of
the industry’s best and brightest. |
